Bill S. Ballinger 13 Mart 1912 senesinde Oskaloosa, Iowa'da doğdu. Zamanının çoğunu Avrupa ve Yakın Doğu'da geçiren yazarın kitapları on milyondan fazla satmış, on bir dile çevrilmiş, yirmi sekiz yabancı ülkede yayınlanmıştır. Aynı zamanda gazeteci ve senarist olarak ün yapan Ballinger, yazarlık kariyerinin ilk yıllarında hard-boiled detektif romanlarıyla tanınmıştır. Daha sonraları gerilim türüne yönelmiştir.
